Senator Lindsay moved to amend the resolution on page one, after the second whereas clause, by adding a new whereas clause, to read as follows:

 "Whereas, To ensure that the cost of water service is affordable for all citizens of West Virginia, the Joint Legislative Oversight Commission on State Water Resources should study, evaluate, and compare the water rates of both private and public utilities to ensure that the citizens of this state are not subject to excessive, repeated, and unnecessary rate increases; and".
